Portal started as the first nationwide Internet Service Provider (ISP), with dial-up POPs provided through an agreement with Sprint. It transformed itself into a software company in the early 90's as the World Wide Web took off and many companies were offering subscription Internet access and services and clearly needed tools like billing systems to do business. It was a marquee investment in Accel Partners' first Internet focused venture fund in 1995-1996, alongside Verisign and iPass, among others.

Portal Software was bought by Oracle corporation the 12th april 2006 for 220 million dollars. Portal becomes a unit of Oracle and continues to operate as before, but Oracle emphasizes the integration that this transaction will allow with the core products of Oracle and the already purchased products like siebel, peoplesoft(CRM), JD edwards (ERP).
