A Parliamentary Under-Secretary of State, in the United Kingdom government structure, is a minister who is junior to a Minister of State who is in turn junior to a Secretary of State. They are not members of, nor do they attend cabinet, although they may be members of a cabinet committee.
Although this position is the most junior ministerial office, Parliamentary Private Secretaries, who are unpaid helpers, are more junior still.
