The International Commission on Intervention and State Sovereignty (ICISS) was an ad hoc commission of participants from mostly North and South America which in 2001 issued a legal opinion on contingent sovereignty and worked to popularize the concept of humanitarian intervention and democracy-restoring intervention under the name of "Responsibility to protect."
