It’s Hebrew for: Jewish law given to Moses on Mount Sinai

Jewish oral law not written in, or based on the Tanakh but rather from mouth to ear thru father and son back to Moses, which he received on Mount Sinai at the same time of the more famous receiving of the Ten Commandments.*

One such law is the requirement of the tefillin to be dyed black.
