The culture of entitlement is a culture where individuals expect to receive entitlements such as social services. The connotation associated with the term is that the individuals who believe they are entitled to these goods and services have done nothing to deserve these benefits and expect to receive them regardless. It may be contrasted with a culture of merit.
In reference to the government, the concept is attached to social services, affirmative action, and progressive tax rates. In the workplace, the business or corporate culture of entitlement refers to the expectation of receiving promotions and bonuses.
The term is often used by conservative or libertarian commentators to criticize social services and the rest of society.
