Alfred Cumming is a researcher at the Congressional Research Service in the United States, with the title Specialist in Intelligence and National Security. He gained notoriety when he authored a memo, at the request of Democratic committee membership, that described the George W. Bush administration's actions "would appear to be inconsistent with the law."
Republicans, however, were quick to point out his ties to the Democratic party, including donations to John Kerry's 2004 presidential campaign. *
