She was sister to Robert Baden-Powell, the founder of the world scouting movement, and was asked by him to organise Girl Guides in the United Kingdom. She started Rosebuds, later renamed Brownies (Girl Guides) for younger girls in 1914.

She stepped down as president of the Girl Guides in 1917 and was replaced by Olave Baden-Powell Sir Robert Baden-Powells wife. She remained as vice-president of the Girl Guides until her death at age 86.
